The United Kingdom and France to Deploy Troops to the Country should a Peace Deal is Finalized

The UK and France have formalized a memorandum of understanding concerning the positioning of armed personnel in Ukraine if a ceasefire be made with Russia, the British leader, Starmer, has declared.

Following negotiations with Ukraine's allies in Paris, he said that the two nations would "establish military hubs throughout Ukraine and build secure facilities for weapons and equipment" to deter any subsequent invasion.

The coalition members also suggested that the America would play the primary role in verifying a halt in hostilities.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this new announcement.

Background and Continuing War

Moscow's leader Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Moscow at this time controls approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to support Ukraine for the foreseeable future," remarked the UK Prime Minister.

National leaders and senior officials from the "Allied Coalition" were involved in the recent discussions.

Speaking at a combined announcement, Starmer further said: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the future."

The PM went on to say that the UK would take part in any Washington-directed confirmation of a potential cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top US negotiator Steve Witkoff said that "durable security guarantees and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – mentioning a central requirement made by Kyiv.

The negotiator indicated the partner nations had "substantially agreed on" their work on agreeing such pledges "in order that the Ukrainian people know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, US President Donald Trump's advisor, also took part in the negotiations.

At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the talks.

He added that "comprehensive" defense assurances for the Ukrainian government had been reached in the case of a possible truce.

Ukrainian President Volodymyr Zelensky said that a "major development" had been made in Paris, but cautioned that he would only deem efforts to be "sufficient" if they led to the conclusion of the fighting.

Last week, he indicated a peace agreement was "mostly finalized". Finalizing the last 10% would "decide the future of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of key disagreements for negotiators.
  • The Russian President has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to finish the war.
  • Zelensky has thus far rejected giving up any land, but has floated the idea that Ukraine could pull back its troops to an agreed point – but only if Russia follows suit.

Russia currently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the industrial region of Donbas.

The initial US-led multi-point proposal that was circulated to the media last year was viewed by Ukraine and its European allies as being strongly biased in Moscow's favor.

This sparked weeks of intensive discussions – with Ukraine, the US and European leaders trying to amend the proposal.

Last month, The Ukrainian government presented the US an revised proposal – as well as distinct documents detailing prospective defense assurances and provisions for Ukraine's reconstruction, the President said.
